Just moved in; house has small pond.

My bro-in-law is now the proud owner of a small pond. However, it's in disrepair. The water is murky, and the liner and bottom need to be cleaned, im certain. The deep end when filled looks like it would be no more than a foot and some change. The shallow end is 4" give or take. The shallow end extends to about half the length of the pond. Im sure it going to need a lot of plants to keep it cool. A few small fish no bigger than 3-4 inches would probably be the only wildlife it could sustain, and maybe a frog or two. That is fine, of couse. Its definitely not going to be a koi pond, and hes okay with that. Im just looking to spruce it up a bit. I dont want to go overboard, especially with it being mid july and missing half the warm season. We are in zone 7 - 8. The pond gets partial sun in the morning and full sun the rest of the day. Ill leave a few pics to help.

Again, just looking for the best way to get going to clean it up. Thanks!
