Why are closing costs a percentage of the home price?

We are thinking of buying. I see websites say that closing costs are between 2%-6% of the price of the home. What I don't understand is, why the closing costs are relative to the price of the home. Most of the things I see listed as included with closing costs look like what should be flat fees to me, except for the property taxes and home owners insurance. Maybe they're not and I just don't understand why? I'm looking, for example, at a page like this:

Is "2%-6%" just shorthand for "1.5% of price of house + flat fees that vary by location (as opposed to vary by price of house"?
