Aluminum Railing Not Continuous - see pic - How to improve look?

Had railing installed on my new outdoor brick and granite stoop. Elected to use aluminum so I don't have to deal with issues of rust and repainting. Unfortunately, builder was unable to provide a "continuous" look. The lower railing is positioned several inches below the upper railing. Also upper railing is angled out about 10 degrees so he didn't have to mount it to door. This is more obvious on the top-left of the attached picture.

I assume he couldn't place the upper post on the top stair because then it would be too close to the edge and would crack in NJ winters? If he raises the lower railing then I assume too much of a gap under lower railing to be code compliant? And he couldn't put an additional post adjacent to door because it would block egress by about 1 inch. Any ideas to make this look better? Should contractor remount upper railing to door so it is not angled out?
