Plant new beds with tropicals in Fall, or wait till Spring?

I live in Houston, TX, zone 9. I'm adding a patio and was going to create a bed of primarily tropical plants around this patio. I'm in a location where I can protect plants during cold weather, so I don't plan on digging up any cold-sensitive plants.

Is it okay to plant these beds (which will include corm and rhizome plants) now, or is it generally better to wait until the spring? What about more cold hardy shrubs? We usually don't get into the 30s until December.
