look on he undersides of leaves ... look for something the exact color of the plant ...

also try looking at night ...

Perhaps caterpillars?

As was said, might be same color as leaves. Look on the undersides, too.

If it were caterpillars, or the larva of some insect, they would be present and could be seen. If no larva are there eating away the leaves then it is something that flies away, like a leaf hopper. Proper identification of what it is is necessary before we can advise about control measures.
