Chicago 'burbs, HEAVY compacted clay, best amendments?

We have a new construction home and our subdivision used to be a farm. The soil that the builder graded my lot with is black and he gave me a solid foot of it, but it is the heaviest, nastiest most compacted clay I have ever seen. I'm not kidding-- it's like play doh. After killing quite a few plants, I finally figured out that I needed to amend all my planting beds to break up the clay.
In one area we added bags of "garden mix" from a local garden supply which is compost, pine fines and top soil. But these bags were a fortune! $9/each and so far, we have added 30, or 2.5 cubic yards.
We have to do the other side of my planting beds in early spring. Should I just get compost in bulk this time? What is the best amendment to break up play-doh dirt? I'd love to use something like the Espoma soil conditioner but at $20/bag, I can't afford it!
