LED flickering even after replacing dimmer switches

I recently had our recessed lighting changed to Feit LED MR16 bulbs, Commercial Electric housings and replaced the dimmer switches to be LED compatible. The bulbs flickered, so we changed the transformers. Currently the lights are on low voltage 12V wire (the installer found this odd), which required the transformer. After the transformers were changed, the lights were dimmable and worked, but began to flicker when the lights are maxed out on the dimmer. I have to dim the lights slightly for them to not flicker. What could be the cause of this? Could the dimmer switch be the issue (it is a Lutron Skylark LED dimmer switch)?
