Flour sifting - a question

I have a recipe that calls for "2 1/2 cups flour, sifted". Does this mean to measure 2 1/2 cups out and THEN sift, or sift enough flour to measure 2 1/2 cups of flour when sifted? I think the volume of sifted flour is less than that of flour straight from the bag. The flour is presifted but online I read that presifted flour needs sifted anyway. I'm confused. By the way, the recipe is for spritz cookies. Sure would appreciate it if someone would share their knowledge! Thanks
