Blaming U.S. states for women's 'dismal' health

I started watching this video, but gave up after a short while. So maybe my criticism is unfair, given that I didn't see the whole thing. But the part I saw holds individual states responsible for the fact that so many women today are obese, have high blood pressure, have diabetes, and drink too much alcohol.

Do you think we can really blame state governments for not educating women on health issues? It seems to me the media--from women's magazines to TV--makes self-care eminently clear. If women choose to say, "I know I shouldn't, but......" and then overindulge, etc., isn't it their own fault?

And men do the same thing, I might add.
