Derating with Generator Panel raceway

I have a 16 circuit generator sub panel/transfer switch beside the main load center. As is typical for a retrofit installation, the hots for each covered circuit in the load panel are wirenutted to 12 AWG jumpers connected to the breakers in the subpanel. The neutrals and ground remain attached in the original load center.

All of these jumpers plus the feed circuit (2 hots, N,G) run through a short PVC conduit raceway between the gen panel and load center. The raceway is less than a foot long. Does this create a derating problem?

I don't really understand the concept of derating, so any explanation would be appreciated.
