Add Storms or Replace Windows in Bungalow

I looked through the archives I was suprised to not find this topic addressed (unless I missed it).

I have a 1920s bungalow with 1 over 1 double-hung windows, most of which are in fine working order. They are, however, drafty and I want to solve that and am trying to decide between getting wooden storms or replacing with something like a Marvin Tilt-Pak sash replacement.

Preserving the original wood windows is a priority for me. It seems that putting nice wood storms will solve the draftiness problem. My questions are:

1) Will storms indeed solve the draft problem? I get conflicting info on this point. Some have said that I need to pull out my sashes and weatherstrip them in addition to adding the storms to fully eliminate the drafts.

2) How much less energy efficient (i.e. R-value) will the storms be vs. a modern dual-pane replacement?

3) Any other reason I shouldn't just go with the storms? And if I do replace, is there anything out there better than Marvin for the job?
