Advice needed on repairing flaking drywall corner

I have a corner of a room where 2 pieces of drywall come together at an angle. Over the past 2 years or so the surface (about 2mm thick) has been splitting apart, and is now flaking off. The whole area runs ceiling to floor about an inch wide. Behind is some sort of plastic. Written on the plastic it says "Do not use lightweight compounds for bead coat. Superbond is recommended in areas where movement may occur."

I'm thinking I need to spackle the area and paint over it, but I think normal spackle wouldn't adhere to this plastic. I looked up Superbond and it seems like it might be what I need, though I can find it at Lowes or Home Depot.

Is spackling the best plan, and if so is there anything similar to Superbond I might be able to buy at a high street store?
