Property value affect on sale price?

There was an article in our local paper stating the property values will double or triple in the town I was hoping to buy in (about 35 minutes from where I rent now). They assess every 4 years...here's an excerpt:

"He cited an example of a five-acre parcel off State Route 20 overlooking Discovery Bay that sold for $137,500 on Nov. 7, 2005. The same parcel resold for $295,000 on Nov. 7, 2006, although the asking price had been $326,000."

Will this jump in values cause the already high asking prices to go even higher? Should I begin thinking more seriously about Plan #2, which means leaving the area entirely to a place I can afford to have my own home? (looking at Asheville, NC).
