What should I do to this room to make it usable?

There is a room (or a wide spot in the entry) of this house I bought. The previous owners/builders were attempting to build an earthship but they didn't do so well. Anyhow, this was supposed to be part of the greywater system but the never actually hooked it up to the plumbing in the house. So it's a pit (top of the gravel is nearly 2 feet down from the main level of the floor). We've taken out over a ton of gravel and it doesn't look as though we've taken any out. I want this room to be raised up at least a foot, I would like to have to step down just one or two small steps into the room.

I've gotten recommendations from others that vary from put down a bunch of dirt, compact and then cement. Others say piers with a wooden floor on top. Anyone have an opinion on the best way to make this room usable by people?
