Botched stain and painting job advice needed

We hired a contractor to remodel our stair case. We had everything ripped out to the bare bones and replaced with rod iron balusters and hard wood (oak) treads. The contractor did a beautiful job. I had planned on staining the railings, newels, treads and painting the risers and trim myself. I chickened out and decided to hire a professional painter to do the work. My contractor suggested one, so I called him and hired him. Trusting my contractors judgment on this guy.

The painter totally botched the job. It is the worst job I have ever seen. He did it all in one day. Painting (with oil base paint) and staining. He did not prep anything. Nor remove the dust that was lingering. There is stain on the paint and paint on the stain. He obviously did not wipe the stain after applying it so you canÂt see the wood grain.

I am at a lost on how to repair the damage that has been done. Does anyone have any advice on how to clean this all up?
