Trying to Save Botched Paint Job

I have a dark wood built-in that I wanted painted white. My elderly dad said he would do it while I was out of town. I bought him Kilz Original Primer. He was supposed to paint two coats of that primer on built-in. Wait for drying and then paint two coats of Benjamin Moore semi gloss Regal paint.


Unfortunately, he gave it a skimpy, streaky uneven primer coat and the same with the paint. It looks awful. Plus he must have given 4 coats of paint on a large drawer of the built in. I have orange peel looking paint on that. I've retired my poor dad. It's time for me to take over.


My question is can I reprime with 2 coats of Kilz Original after I sand off this whole mess? Then, I will do a proper paint job this time with BM Impervo or Advance. Thanks for your help!!!
