property purchase questions

Hi all,
I"ve never ventured here...as my forte is more construction
& hvac...but I have some questions.

I'm in Louisiana, and have owned my home for 20 years.
I've always coveted the 1/10th of an acre that would
square off my back yard.
the property was recently sold & happy happy joy joy..
the new owner gave me a really good price for that little
part of land. (verbal agreement)
then the price doubled with survey costs.
then atty costs to me...now her mortgage
company wants $800 for a partial release.

my questions are these...
clear title & partial release...same difference...
clear title would be property with no mortgage..
partial release is with mortgage?

if I've paid $500 for the survey...and the cost to
me for the 1/10th of an acre is $500...plus atty fees..
is is up to me to pay for release?

it doesn't make sense economically to pay $1800
(500 survey + 500 cost + $800 for partial release)
for such a small part of land.

she (new owner) bought property behind me...and next
to me where she plans to board horses.
so far we have gotten along well...I keep an eye on
workers @ farm..pick up her mail when she is in Kentucky
etc.
I've always kept an eye on the horse farm...not that I'm nosey
but more that I'm a yard junkie & spend a lot of time outside.
over the years I've cut loose a horse who got her halter tangled..
called owner when fire started behind barn..and when stallion
was breaking out of stall.

my SO says to offer to re-wire the electrical in the barn
for material costs only to offset her costs. ( as opposed
to the guy who is charging her for everything & has no
idea what code is...his electric work is BAD!)

any insight..suggestions...would be helpful.
it isn't a rush job..things move slow in cajun country!
but I'd appreciate any advice y'all are
willing to offer.
