stains in pool not addressed in inspection

Friend bought home with pool built in late 80s. There seems to be a noticable stain on the plaster that is a faint rusty grid. Almost like the rebar is at surface and bleeding through. Is this possible. I am thinking there is 1" layer of plaster and then a few inches of shotcrete before the rebar.

Pool inspector prior to purchasing house, pointed out particularly large roundish stain( not the faint grid stain) and said it was not rebar and only needed to be acid washed and then sealed. Not sure what he meant by seal. But he did say it was not rebar.

Now pool guy says her pool has rebar coming through and that inspector may have done a poor inspection.

First, could this be rebar??? Then, can the inspector be held liable for not addressing the grid stain and now my friend may have a clostly repair on her hand that is not covered by the home warranty. Plus, the sale of house was contingent on pool inspection coming out clear. Inspector took pictures of pool at the time, so she has record of what he was looking at.
