Got a permit for pool, now twsp 'changed it's mind'

We were granted a permit for a pool 2 yrs ago. Told that if deck was under 30' do not need a permit for that, but did get approval for the Floating foundation Dek block System (submitted all kinds of info and specs on it) to use as a pool barrier. Now 1 wk from our anniv date of the permit, they said that the "boss" that approved this no longer works there and the "new guy" doesn't approve this kind of system and will require traditional footers to pass it. Basically telling us to tear it down and start over. We paid about $4K for this deck and now starting over again is not an option. Aren't we grandfathered in, do we have a legal leg to stand on if we were to get a lawyer?? Trying to weight options/cost of tear down and reconstruct new deck/legal fees/fence? We honestly can not afford anything right now in either direction, but want options either way? Thanks for your help
