pipes sound like a drill...eeeek!!

I've lived in my building for 2 years now. In that time, I've developed a phobia of pipes and plumbing. I've had 2 floods in that time causing extensive damage. Once from a cracked gasket AND cracked tank in my toilet and once from a cracked pipe in my rad. Lately the slightest noise freaks me out. Recently, I've heard a chirping noise coming from somewhere, although I can;t figure out where. Over the past few days, It's gotten louder and now it sounds like a drill. This doesn't happen when *I* use the water, so I think it's the people upstairs. I've told the super, but he seems unconcerned and told me that "pipes make noises." Its loud enough to hear all over my place. And it happens about 7-8 times a day. I know very little about plumbing and I'm scared of another disaster. I have a few questions I really hope someone can help me out with:

1) What could this noise be? Is it too loud to be a washer? Could it be MY radiator?

2) Is there any danger of flooding? I'm scared to leave my place.
