Smoked Hams - used to say 'ReadyToEat'

Does anyone know what happened to smoked hams, if anything? I'm thinking of John Morrell ham right now but my question goes to most anything in the supermarket.

Sometime in the last couple of years it seems to me, they started telling you to actually "cook" rather than "heat" or "re-heat", etc. Morrell's website describes cooking for both "fully-cooked" and "ready-to-cook" hams, but their list of products doesn't have any of the second, which is the only thing my supermarket sells.

In my mind, their "cooking" instructions are enough to incinerate a ham.

Does anyone know whether this is just lawyers trying to fend off lawsuits, or if there's something new in supermarket variety smoked hams, or what's going on?
