Pilot light on Water Heater won't light

Woke up this morning to a rude shower experience -- no hot water.

I have a Whirlpool 40 gal natural gas water heater. I cannot get the pilot to light at all. I know these things are notorious for bad thermocouples, is that what this could be (I would have expected that, if it were the thermocouple, I would be able to light it with the plunger depressed, but it wouldn't stay lit when I released the button)?

Can I safely try to manually light the pilot to troubleshoot? I have had the gas line feeding the heater off since this morning. I know the ignition switch is working because I was unfortunately touching some metal on my thrid try to light and got a bit of a shock...
