Am I confused or is this confusing?

I was buying some chick peas and was holding a can and then looked down and found the dry peas. Fine, I figured I will buy them since they are way cheaper. I was going to make some hummus so I read the directions:

1. Soak peas overnight to reduce cooking time.

2. Rinse peas in cold water.

(soaking is not recommended).

3. For 1 cup of peas, add 5 cups of water.

4. Boil vigorously for 10 minutes.

5. Lower the heat, cover and let simmer for 45 minutes.

Huh? I am not getting steps 1 and 2. Yes, the parenthesis sentence is on the package. Do I soak or not?
