paint bubbling/forming fisheyes on bookcase - advice?

Howdy!

I am hoping for some advice for a project I am stuck on. I have been painting 4 old bookshelves (particleboard/veneer, the usual college staple). I have sanded and primed with Kilz2, and I would like to paint them with dark brown semigloss paint. They took primer great, even sanded up nicely. BUT...

Whenever I try to paint using a foam roller (I am testing it with the shelves) the paint bubbles and forms fisheyes. I have had some luck backbrushing, but I am getting substantial brushmarks that I would like to avoid.

I tried adding floetrol (10% by weight) with some improvement, but fisheyes still develop.

At this point I am wondering if the paint is no good or if I should switch to a different type of finish (maybe a satin is more forgiving?). I have never had this problem before, but I am used to cabinet coat for these type of projects and this paint is thicker. I am in a little college town, so Lowes and HD are my only retail options.
