Can someone explain this for me?

I called the dermatology office that I've visited before but it's been a few years and they now consider me a new patient. I can't schedule an appointment. My family doctor has to schedule the appointment. My insurance doesn't require a referral and my family doctor doesn't need to see me to determine whether I need to see the dermatologist or not, but unless his office calls, I cannot have an appointment. This is for a skin cancer check.

So it's not an insurance requirement and they are not screening patients based on need for a specialist.

What benefit is this to the dermatology practice? What does my doctor get out of this in return for using his resources to schedule an appt for me at another practice? I'm sure he'll want to see me for something (although the derm clearly said that I didn't need to be seen by my family doctor - they just need to schedule the appt) so I will have to pay for that just to get to the derm.

It's hard enough to get people to stay on top of their health why make us jump through so many hoops????
