Advice Pls on new HVAC system

After half a dozen quotes/reps I'm pretty much leaning in the Bryant Evolution direction.

But the fed tx credit 'matching systems' thing is causing me some grief, along with planning for basement/2nd system, and ignorance about single vs 2 spd, variable spd, proper sizing of coils, blowers.

A lot to request help for, but any advice, info is welcome.

HP/Hybrid/Duel Fuel (elec heat) appears to be more costly than NG in my area. See energy usage/cost, home specs below.

Option 1: After Manuf rebate: $7725

Bryant Evolution:

187 BNA 048 A/C 4 ton 17.5 Seer 2spd

CNPVP6124ATA coil (5ton)

355 CAV 060120 furnace 95% AFUE w/Evol. T-stat

Option 2: After Manuf rebate: $6700

Bryant Preferred

126 BNA 048 A/C 4 ton 16 Seer 1 spd

80% AFUE 100K BTU var spd, 2 stage furnace w/4 ton blower

XL16i 4 Ton A/C unit w/Trane all Alum coil.

+$1300 to move up to 95% AFUE furnace

These systems are all fed tx credit...BUT...I don't need a 120+ BTU furnace...it will rarely/never get out of 1st or 2nd stage...

Does anyone have an idea how I can match Preferred/Evolution systems with Evol controller for entire system...while still qualifying for FTCredit?

And Trane price, apples to apples seems LESS than Bryant!?

Last, but not least...if a basement system were to be installed along w/system for main/2nd floor...any advice on how to complement these systems? Assuming we will 'tighten up' this house...insulation, double pane windows, doors...

Manual J says 4 ton A/C...90,000 BTU furnace

Energy cost/use:

KwH 12 cents; 6200 KwHs cooling only, spread over 6 months

Therm 70 cents; 1100 therms heating only, over 6 months

Current units A/C 18 yrs, Furnace 15 yrs, not working

Location: North ATL GA

Home: in woods, moderate shade, poorly insulated, drafty

1st Floor 1900 sq ft, back 75 ft facing NE w/250 sq ft of glass + 180 sq ft sunroom off back...all windows. Front is 51 ft covered by porch, 5 windows + door, facing SW

2nd Floor 520 sq ft, facing SW, 3 windows, catches sun.

Basement: 1900 sq ft (600 is still dirt), uninsulated, no HVAC, 11 ft high to bottom of joists, high of 74 degrees on hottest days...so no/little need for A/C.
