Anyone know anything about Step Warmfloor low-voltage radiant?

I have a friend looking for an alternative to the cheesy wall-mounted electric heaters in a small condominium (700 Sq Ft) in San Francisco where winters are very mild. She is going to have new hardwood floors put down and asked me if I know of any type of electric heat system that could go under the floor. I did some looking around and found a product called Step Warmfloor. It's a low-voltage system utilizing thin mats that can go under a wood floor, and looks like it would fit the bill. It's controlled by thermostat, and the literature says it can be used as a primary heating source.

Does anyone out there have any experience with this product? Any comments appreciated.
