My Oven and Baking Question (not the whoops)

I tried to post this last night, but it seems the thread name posted without the message. Please share your knowledge and opinions:

My mother's beloved Chambers oven has finally quit, and I've been trying to find a replacement that will be easy for her to use. She's an excellent cook and baker, but she doesn't see well and doesn't want to relearn how to cook. Her other oven is a Gaggenau, which allows one to control which elements are on in any configuration.

The good quality ovens that I've found to fit the space have both the top and bottom elements on in the "bake" cycles, and no setting for bottom only. Is this normal? Have any of you gone from an old fashioned oven to one like that? What are your opinions?

I'm asking here because I'm interested in the cook's view of it, not the technical side.
