How does oven pre-heating work?

I decided to check the temperature of my ovens to make sure they are right. Got the thermometer to put inside the oven and calibrate if needed.

At first I thought my oven was high by quite a lot. So I adjusted it and then it ended up too low. I did this a few times and never could get it quite right.

Then I determined that it seems to pre-heat to a temperature about 25-50 degrees higher than I set it but then it drops to the correct temperature and remains constant. It's like it heats up higher to allow for opening and putting cold food in so that by the time it drops it's correct.

I've never looked into this before. Is that how they work and I just never realized it?
