Flooring company wants to charge me for unanticipated prep labor

I hired a flooring company to install my wood floors. I bought the planks from them and they agreed to install the flooring for $3/sqft. I had a contractor demo my old floor and removed as much dirt on my concrete slab as possible.

The flooring company is sanding the floor surface to prep for the moisture barrier which I understood to be part of the prep as per contract. To my surprise, after finishing two rooms, the flooring company wants to charge me $1000 for the additional labor for sand preping the concrete surface.

Is this legal? The contract bid for floor installation includes prepping the surface (whether it needs additional sanding or some other prep in my opinion)to lay the flooring.

Can anyone advise me? This is a 1300 sq ft floor.
