Any dial-up modem gurus left out there?

I bought an inexpensive Trendnet modem ($8.99 from Newegg) to run on my Win2000 Pro machine. It worked like a charm, often connecting at speeds up to 46 kBps, which is way better than my old BestData modem had ever done. That's the good news.

After a month, the modem suddenly refused to connect at any speed over 28.8. Nothing I do has made any difference. Here's what I tried.

1. Plugged the modem into our second phone line and tried connecting several times. Still 28.8 max.

2. Plugged my laptop into the phone jack. Got 36 kBps, which is about the best it can do.

3. Uninstalled & reinstalled modem & software.

4. Checked every modem setting I could find. They had not changed.

5. Bought a new identical modem. Uninstalled old and installed new. Still 28.8 max.

6. Created new dial-up connection.

7. Said several bad words. Repeatedly.

I've run out of tricks. At 8.99 apiece, I wouldn't be upset if a modem just died, but this behavior seems weird and I keep wondering if there is anything else I could try before I go looking for a better modem. Any thoughts?
