'low speed' dial-up users - how do I fix...?

We're on "low-speed" dial-up, just a regular phone line with no high-speed capabilities. Two PC's with XPpro.

They were working fine until something made them decide they were supposed to be operating at high-speed--I suspect a recent windows/microsoft update. Now they constantly tell us "this site taking too long to download--request terminated" That's not word for word, but close. There must be someplace to re-set them back like they were, but I don't have a clue where to look. The shop that set them up for us is 70 miles away, so would like to try to fix this myself if it's not too complicated.

Pretty sure not a virus because his Avast and my AVG both show clean.
