Crying hawk

We've always had plenty of red tails in the area, and I saw a Cooper's Hawk in my backyard over the winter;

'cruising' my feeders.

Now we have a red shouldered hawk (I think) who has been in our area for the last month. he sits top my neighbor's house regularly (with binoculars you can even see accumulated droppings) and cries endlessly.

The sound is kind of mournful, as if he is a juvenile looking for his mother...but I could not find anything online that suggests that is a practice of these birds. Any ideas?
