Texas White Ash

Last year, I purchased a small 5g Texas White Ash mainly because of its reputed fast growth. Since it was small one and I planted it last fall, I figured it wouldn't take long before it took off. Fast forward to today, it barely grew, maybe 6 inches so I'm confused so I thought I'd ask this forum who had experiences with this tree. Does it take that long time to get established before it takes off? Does it hate growing in mostly clay based topsoil? I read that it prefer dry well drained rocky soil (I did expect soil to be that way but turned out to be not the case). I'm just trying to figure out what I should do with it. Dig it up and replace it with something that likes that kind of soil (it's a flat ground so if it rains a lot, well it's gonna stay pretty wet). I can give it to my in laws parents since they never water or anything and in their backyard, it's sloped down so it won't get very soggy if it rains a lot.
