Questions about my chickadee nest

I have a basket hanging on my front porch and the chickadees are nesting in it. It usually has a dome of nesting materials over it. The baby birds are probably 2 weeks old??
The parents have been very busy taking care of them.
This morning, I saw one baby on the porch floor, just sitting there. I saw another, smaller baby laying on its back on the floor. I assumed it was dead.
I put the one baby back into the basket, and when I picked up the other one, it moved a little. So I put that one back in the nest too.
So far, they haven't thrown it out.
So, my questions are:
1- Do parents throw out runts/sickly babies?
2- Can the babies start moving so much that they accidentally push some of them out of the best?
3- Is it normal for that dome of nesting material (that makes it a "cavity") to be gone?
