Tips for successful overwintering?

I live pretty far north and the valley I live in can sometimes stay dark and cold until the end of June (it was in the 50s until the end of June this year when everyone else was talking about heat waves). So, my peppers aren't guaranteed a good start. This year they didn't put on any size until mid July and started putting out their first peppers around Aug 1 (many of which were stunted...my Anaheims were only about 2 inches long).

Has anyone had success overwintering plants? I'd like to try putting some plants into hibernation mode so I'm starting up with bigger plants in the spring and don't have to worry about a fruitless (haha) attempt at getting new plants big enough to produce a decent amount of peppers every year. I know that some are annuals and success is unlikely, but any tips, tricks and cheats for the others would be appreciated!
