Any tips for overwintering Bell Pepper?

This is the sole survivor from my 2009 SWC garden:

That picture is from mid-October. It's about 3 feet tall and in a 5 gallon self watering container. I brought it in permanently early November, and it's been hanging in there, but has been steadily losing leaves and just looking overall rough. There were some some small peppers that set before it came inside and those have dried up and turned yellow (I expected that). Light conditions aren't the best since all the south facing windows have radiators underneath them.

I've read about a lot of people overwintering hot peppers, but haven't seen much about bell peppers. Is it worth overwintering, and if so, should I cut it back, repot, use artificial light, etc. If I repot, do I need to go to a larger container, or can I root prune?

It's currently in peat soup (MG Potting Mix) which I'm convinced is just awful stuff. If I repot I'd like to try either Al's mix, or possibly JAGs bark/turface mix for SWCs.
