My garden is the neighborhood litter box, help!

I live in an urban area and my garden is overrun with local cats - some are stray but I think most have homes nearby.

One or two cats in particular have decided that my new shade garden is the place to do their business. They've dug up my impatiens and buried my coleus and astilbes in mounds of dirt and mulch.

I have 2 cats of my own who do go outside (and are very good about not digging up my garden), so I'm searching for a non-toxic solution to this ongoing problem. Can anyone recommend a remedy? Shade plants that repel cats, maybe?
