Discoloration on seedling leaves

I am growing some vegetables & flowers from seeds for the first time. Yesterday I noticed some discoloration on one of the cucumber's leaves - today the plant is almost dead - the leaves are white and dry & curled up. Today I noticed the same discoloration in other seedlings, including the petunia shown below. Does anyone know what this is?

The seedlings are inside currently, receiving direct sunlight during the day through an open window and potted in seed starter mix.

Although it is white, is does not appear on the surface of the leaf, rather through the entire leaf, so I don't think it is powdery mildew.
