tiny tidy green bugs are hurting my shasta daisy

I have been gardening for 3 years and never had a problem with disease. I brought some shasta daisies from a garden center last year. After I planted them, it grew well. Some times later, I noticed that the buds failed to bloom. When I took a close look, I saw some very tiny green bugs all over the buds. Not only that, the bugs hop onto the lily buds next to it. I end up cutting down both the lilies and the daisies to an inch above ground.

This year, the daisies has grown to double its original size. I saw some flower buds developed but I also spot the same tiny tidy green bugs in some of the flower buds. I dug the whole plant up and toss it yesterday in order to save my garden.

Does anybody here have the same experience and is there any way to treat it? I would love to grow daisy again.
