Trouble-free plant in trouble: Artemisia 'Powis Castle'

About a month ago I cut back the winter-killed stems of my Artemisia 'Powis Castle' to the newly-emerging low growth.

After that, some of the new (newer?) growth turned yellow.

The soil at that point was quite dry; we'd had very little rain, so I knew the problem wasn't too much water. Since then we've had rain, and the problem hasn't changed. Plus, the plant isn't growing.

I would suspect iron-deficiency chlorosis, except that this plant was extremely happy in this bed all last summer. It's a perfectly drained, gritty raised bed. Some of the grit is limestone, but that didn't bother it last year.

I don't think undergroud animal damage is the answer either, because a lot of the grit is Perma-till, aka Vole-Bloc.

Could a fungus have entered the stem cuts? Would it explain why only some of the new growth is yellow?

The funny thing is that I've never had any trouble with 'Powis Castle' even in places it was far less happy.
