white thing, looks like a white fly without wings

I sure hope someone would be able to recognize what I am describing.

This pest seems does not rub off without using fingernail and doesn't wash off. It is a little over 1/16th inch, is flat and shaped like a teardrop. It appears to have a head. So small, that I do not detect a wing. When using a pointed tool, I am not able to detect wings. A regular magnifying glass doesn't show me any legs or any more than what I can detect with the naked eye.

These pests are spreading and found on the leaves of my Siberian Iris and leaves on the Oleanders. I have removed all the leaves from the Oleander bush and while I was filling a black garbage bag, there were lot of specks being airborn in the bad. I couldn't tell if these airborn things were the pests.
