Aphids on one side and Whiteflys on the other side

On one side of a small 10X12 greenhouse I have tomatoes with whiteflys. On the other side, I have citrus plants that aphids seem to love.

With the whiteflys, I tried the little yellow sticky strips and also try Garden Safe insecticidal soap at 2% and Garden Safe Fungicide 3 which is basically neem oil. I've kept them under control but I usually have to use the products more than indicated in the directions. When I spray I try to make sure and get both the top and bottom of the leaves. The plants are currently about 4 feet tall and the tomatoes are starting to ripen. Can I ever expect to get rid of the whiteflys or just live with them. They seem to not cause much damage as long as I keep them under control.

The aphids are another story. They love eating the new growth of my Meyers and Sambo Lemons. I read that simply spraying water works for some but it doesn't for me. I try spraying water and also using the soap and neem, at different times, mentioned above. I know using them every 2 to 3 days is more than the instructions say. But it is either this or have the leaves eaten.

Is all neem oil the same? I hear the cold pressed is better.

Has anyone got any suggestions about using these or any other products that might be helpful.
