Grassy type plant, what could it be?

There's a handsome clump of grassy foliage that's planted itself near my front walk, it's been there about three years now. It's about eighteen inches high and stays in a nice clump. The foliage is dark green and round, not flat like a grass blade. Other clumps in wetter areas have tiny brown flower-heads that look like some sort of sedge. This clump takes very dry conditions quite nicely, and stays green even when the lawn goes brown and dormant for the summer.

I tried googling for pacific NW native grasses, but my google-fu must not be good enough; it didn't bring up anything very useful. Perhaps this volunteer isn't native.
