Boundaries for dogs...or inconsiderate people

Could any of you offer suggestions for plants to use along the edge where the road and my lawn meet in front of my house? Picture:

I have neighbors who make a daily habit of letting their dogs defecate on the edge of my lawn. They don't bother to pick it up, so I have the pleasure of stepping in it when I mow or slinging it into the street with my mower.

I would like to have less lawn anyway, so what I'd like are suggestions for something I can put there instead of grass to either deter the dogs or the people or both. Actually, I love dogs. It's the people I'm more interested in deterring.

I'm planning to eventually increase the planting areas so that I have a very small oval of grass in the center and very clear boundaries of the edges of my yard. That's going to take time and money that I don't have right now, so I'm looking to start with just the immediate dog/people street side deterrent and work my way up from there.
