Dune sunflower disease

I could use some help. I planted Dune Sunflowers (Flora Sun) last year after I weeded and tilled the area in front of my fence. I tried it one year without a tarp (to let them naturally propigate and choke out weeds - didn't work), the second year I weeded, tilled and laid a tarp down that I poked holes in to plant the daisies. This year they came up looking great! Really lush and green and flowered right away. That was in March. It is now September and my plants are looking terrible. They are brown with black leaves and the flowers that do come are very small. This is what happened the last two times. The daisies I see along the beach (growing wild) and the ones around shopping centers seem to look fine - so it can't be the weather. What am I doing wrong? I planted these to xeriscape and it is an unbelievable amount of work to try to make them look as nice as the ones growing wild. Neem oil? White fly? Neighborhood dogs relieving themselves? I am at a complete loss.
