Glass Stove top - canning

Is there something wrong with my stove if hte glass top heats up and cools down continuously while the burner is turned on? It's ruining my canning. My pressure cooker takes forever to heat up and therefore my vegetables are in there much, much too long. Invariably some of the jars are half filled and others have tomatoes spilled out of the top...so much is ruined. This can't be right. I thought it was the pressure cooker itself, but my sis used it on a gas range and had no problem.
