Preventing Legginess in Tomato seedlings

Hello. I started some seedlings indoors last week (they sprouted in 3 days!) for the tomato variety "Brandywine Pink." [Fall harvest]

I wanted to prevent legginess and would like to see if this height is normal.

They spend most of the day outside in direct light/heat and if it rains (as was the case today) I bring them in and put them under this light.

Each cell sprouted both seeds. When should I cut out the weaker sprout? Or should I try to separate them?
