Plant Suggestions for 6-Ft Zone Adjacent to Water? (Photo)

The latest flier from the city of Jacksonville implores those of us adjacent to water bodies to "create a six-foot zone of landscape planting or ground cover that does not require intensive fertilizer, watering and mowing". I know my Florida plants pretty well, but I can't come up with anything that will work well next to the lake in a six-foot barrier. I get the idea, but I haven't come up with any good plant ideas/solutions. I have to be able to maintain it with whatever action required (clipping and weeding, but obviously not fertilizing, watering or mowing) and not let it get out-of-hand. What plant(s) would work well with access on only one side and six feet across? (Of course, the city did not provide suggestions!)
