What am I doing wrong?

I started some seeds a couple of months ago. They started out well, but then they just sort of stagnated.

They've grown to a certain size, and then seem to have just stopped. These are the Chives, Leeks and Cilantro seen above. But the same thing has happened with the lettuces. (I now know that the leeks probably should have been started in the ground, and don't know whether or not they would survive transplant anyway).

What would cause them to stop growing? Do they need to be thinned out in order to continue growing? They are in my screened entrance to my home and have southern exposure.

So I get the "starting" part. Now how do I grow the seedlings to transplant size, and get strong and healthy seedlings?

I'm using peat pots and a light starting mix.

I've also seen that perhaps they should be watered from the bottom instead of the top. I don't know whether that may be a contributing factor.

Any advice would be appreciated. Thanks!
